ESMA (European Securities and Markets Authority) is the EU regulator responsible for financial markets. On June 23, 2026, it issued guidance on how unlicensed crypto providers must operate after July 1, 2026. Under this guidance, unlicensed providers must stop onboarding new clients, cease marketing their services, and only process withdrawals and position closeouts.
